In a significant move that could reshape the landscape of aerospace and national security, Tory Bruno, the former CEO of United Launch Alliance (ULA), has joined Blue Origin as the head of its newly established national security division. This announcement, made by Blue Origin on December 26, 2025, via social media, marks a pivotal moment for both Bruno and the company as they seek to enhance their contributions to national defense.
Bruno will assume the role of president of the national security unit and report directly to Chief Executive Dave Limp. In his welcoming statement, Limp expressed confidence in Bruno's extensive experience, stating, "We share a deep belief in supporting our nation with the best technology we can build. Tory brings unmatched experience, and I’m confident he’ll accelerate our ability to deliver on that mission."
This development comes just four days after ULA announced that Bruno had resigned to explore a new, undisclosed opportunity. Many industry insiders were caught off guard by his departure, especially considering he had been at the helm of ULA since 2014. During his tenure, Bruno was instrumental in guiding the company through significant challenges and advancements.
Upon joining Blue Origin, Bruno expressed enthusiasm for the prospects ahead, saying, "We are going to bring important, innovative and urgently needed capabilities to our nation. Can’t wait to get started." His arrival at Blue Origin is noteworthy, considering the company has historically functioned both as a partner and competitor to ULA. For example, shortly after assuming leadership at ULA, Bruno initiated a deal with Blue Origin to procure the BE-4 engine for ULA’s next-generation launch vehicle, Vulcan, which further underscores the intertwined histories of these two companies.
As they evolved, both ULA and Blue Origin found themselves competing for a share of the lucrative launch market. A notable instance of this rivalry occurred in 2022 when both companies, along with Arianespace, secured what was then described as the largest commercial launch contract in history from Amazon for its broadband constellation, known as Project Kuiper. ULA emerged with a contract for 38 Vulcan launches, while Blue Origin was awarded 12 New Glenn launches, with an option for 15 additional ones.
Additionally, both firms have vied for contracts related to national security launches. In an April announcement, the U.S. Space Force disclosed $13.7 billion in launch contracts awarded under its National Security Space Launch Phase 3 Lane 2 procurement. While Blue Origin secured contracts for seven New Glenn launches and ULA for 19 Vulcan launches, both fell behind SpaceX, which won 28 launches, illustrating the competitive nature of the current space launch environment.
Blue Origin is increasingly directing its focus toward national security initiatives. In addition to developing the New Glenn rocket, the company has received backing from the Defense Innovation Unit to advance its Blue Ring spacecraft platform, which is designed for large payloads and agile missions. This project reflects the growing military interest in "dynamic space operations," where satellites maneuver flexibly to perform tasks or evade threats.
Although Bruno has not yet detailed specific objectives for national security at Blue Origin, he hinted at the potential opportunities that lie ahead following the successful achievement of his goals at ULA. He remarked, "I came to ULA to save it from closing back in 2017, field Vulcan, and put it on a solid path. Did that. My duty was complete. There is a new set of national security capabilities that need to be created ASAP. Blue is the best place for me to serve that mission."
