The Scottish Budget 2026 is about to be unveiled, but will it provide the transparency we need? A lack of detailed financial plans is expected, leaving many questions unanswered.
As Shona Robison, the Scottish Finance Secretary, prepares to reveal the government's spending and tax strategies, the looming election casts a shadow over the proceedings. The budget will outline the financial roadmap for the 2026-27 fiscal year, covering day-to-day expenses (current or revenue budget) and smaller capital investments for projects extending beyond March 2027.
But here's where it gets interesting: we'll also witness a Spending Review, which provides a longer-term vision. This review maps out annual budgets beyond the upcoming financial year, extending to 2028-29 for day-to-day/resource budgets and up to 2029-30 for capital expenditures.
Controversially, previous spending reviews have been criticized for their lack of transparency. They provide high-level figures without breaking down the allocations, leaving the public and analysts guessing. For instance, an education budget is announced, but how that money will be distributed remains a mystery.
With an election on the horizon, it's unlikely that Shona Robison will provide more detailed insights, as doing so might give her political opponents an advantage or reveal too much of the SNP's manifesto.
Additionally, the much-anticipated Infrastructure Delivery Pipeline and Infrastructure Strategy (formerly the Infrastructure Investment Plan) will be presented. This update is long overdue, offering insights into the progress, costs, and completion dates of significant capital projects. These include NHS treatment centers, road improvements, ferries, rail electrification, and flood prevention measures.
And as the budget presentation concludes, the Scottish Fiscal Commission will release its assessment, having already previewed the budget. They will disclose the expected tax revenue and welfare benefit expenditures, along with a forecast for Scotland's economic growth rate.
